False Reports and Targeted Hate Campaigns shouldn't even work... if the user isn't breaking any laws, if the user is not causing harm to people simply by existing and posting their art, then WHY BAN THEM?????
YOU made the choice to look at that artwork! The Artist didn't FORCE YOU to look at it... YOU LOOKED AT IT VOLUNTARILY.....
