There isn't much that Ukraine could do to stop or prevent that. Under the same reasoning, Russia, with its much stronger long-range capabilities, would have destroyed Ukraine's critical railway junctures long ago. But this just does not make much sense because of how easily this can be restored.

I was more thinking about partisans sabotage or special forces... don't target the railroad, target the trains...
