Russia now is in a military alliance with North Korea, meaning Russia would join them in a war with South Korea. That's why North Korea has provided its troops to Russia's war in Ukraine. The most effective European response would be to offer an alliance to South Korea.
There is little Europe can do to punish North Korea directly for sending troops to Ukraine. Indirectly, though, Europe can do a lot to strengthen its ties and military cooperation with South Korea. That is something that may even scare China enough to pull North Korea's leash.
We are getting there. Last year the Russian artillery advantage was 9:1, now it is only 3:1. Gradually, but still, Ukraine is going to be in an increasingly better position.
