In this paper, we use two complementary plan evaluation methods, Plan Quality Evaluation for Heat Resilience and Plan Integration for Resilience Scorecard (PIRS) for Heat, to provide a more comprehensive understanding of how plans address heat in Tempe and Tucson, Arizona.
