Both. The high risk and moving out colors are too similar and the moving in color is weirdly interacting for me with the high risk color, making it hard to see. And area based encoding of circles (and having to sum them) is making it hard for me to assess if more are moving in or out of risky areas.

I find it really hard to read, personally.
