I'm watching it. The flooding is mentioned, but they do not dwell on it in the least, and they don't show it. It's mainly mentioned as the main reason for the new rise in crime in Gotham, bc mostly homes in poor areas of the city were destroyed and people turn to what- and whoever because of it.
