If you criticize a country that values their civilians, then criticize the countries that do not. That would be outstanding journalism. Otherwise its a half-ass job.

Maybe we should define "war" as military operations against military targets, and "terrorism" as military operations against civilian populations. Every conflict has elements of both; nonetheless, this might give us all a little clarity about what's happening in various situations.
