Until the web moves away from an advertising-based business model (which I doubt will come anytime soon, as a microtransaction-based model is arguably worse), ad attribution ("who do I pay for sending this traffic?") is going to be a problem.

PPA solves that attribution problem in a way that doesn't allow anyone to track or target individual users. It's an improvement. The messaging around it has just been awful.
