That being said, I *think* refugee status is extended to all refugees and their descendants regardless of whether they have citizenship elsewhere. Most Arab states have indeed abandoned the Palestinians, but their right of return is nonetheless unambiguous under intentional law.

This is true of all of the UNRWA Palestinian refugee camps. They are better understood as densely populated ghettos for stateless Palestinians. Lebanon has been the harshest in its exclusion of Palestinian refugees from society. It varies a lot by country.
