What did they have against Budew specifically

Budew's moveset from the Generation IV games (Diamond, Pearl, Platinum, HeartGold and SoulSilver). It lists it learning Absorb (a move with 20 base power) at level 1, Growth at level 4, Water Sport at level 7, Stun Spore at level 10, Mega Drain (a move with 40 base power) at level 13, and Worry Seed at level 16.
Budew's moveset from the Generation VIII games (Sword, Shield, Brilliant Diamond and Shining Pearl). It lists it learning Absorb (still with only 20 base power), Growth, Stun Spore, and Worry Seed all at level 1. Notably, Mega Drain is now completely absent.
