And if someone can’t leave, then maybe they start *wanting* to believe that the weather service isn’t trustworthy. It feels better to say “I’m too smart to fall for their lies” instead of “I don’t have any options.”

No wonder the GOP (the Project 2025 people anyway) want to privatize the weather service so you have to pay to get the extreme weather forecasts.
