For the raise? The government is focused on cutting a huge deficit. For the differential? No. To be charitable, they could argue that electricity is "purer" energy, with fewer losses at consumption, and so is more valuable. The tax per € of value (v /MWh) is similar... which is still not brilliant.
I'm not an expert, I'm just ballparking but I'm going to guess no. EU Nat Gas currently selling at ≈40€/MWh. Average spot prices in France in 2024 are ≈48€/MWh. I don't see anywhere on the chain (network cost, VAT, etc.) where electricity has a clear advantage.
