A PNGTuber is just as much a Vtuber as someone with a live2d model, 3d model, or whatever else they use to express themselves. If you use a PNG to characterize yourself in your content and want to be a Vtuber, then you're a Vtuber! As for model stuff, I'd be happy to chat in DM's and help out!
