In the past I've heard they don't count provisional unless there's a run-off. And if there are enough uncounted provisional hanging in the wind, the election might tilt far enough to prevent a run-off.

Warning: provisional ballots usually get discarded. Check your local laws just to be sure, but where I am (and have worked as an election official) a large majority of provisional ballots are discarded.
