The short version is that by declaring a red-shirt after four games he can preserve his eligibility for another year. Presumably so that he can transfer after this year and play somewhere else.

It sounds like the money was supposed to come from the school's NIL collective, so yes? It sounds like Sluka's agent (Cromartie) and the collective were unable to reach an agreement.

Former UNLV QB Matthew Sluka' NIL representation, Marcus Cromartie of Equity Sports, told ESPN that Sluka was verbally promised a minimum of $100,000 from a UNLV assistant coach for transferring there. None of that money was paid, per Cromartie.
