Pax Pamir is my favorite example of this, the individual rules are actually pretty simple, most of the complexity comes from actually reading each of the cards and understanding what is best for you to do based on the board.
Most of what people call complexity in games is typically a failing of the rules to establish the abstraction of the action or game object to the players. Complexity isn't a flaw on its own, but oftentimes it can be a helpful predictor of potential problems.
I've always found complexity bias to be an interesting phenomena, as someone who loves complex games, if only because most great complex games are great in spite of their complexity, not because of it.
