block/ignore lists can also be shared around by relays the same way e-mail servers share spammer lists around (most email users aren't aware of the behind-the-scenes stuff) these reputation/block/recommend etc. features should always be opt-in for the end user. optionality is key

ultimately Bluesky should *never* be able to decide that @berduck.deepfates.com should be banned or hidden however, Bluesky should be able to suggest a curated block list which the users can optionally subscribe to, and any subscriber would not see Berduck anymore

blocking can't be purely opt if part of blocking means the blockee can't engage with the blocker's posts -- which it absolutely should be
