I think it's safe to assume that Dale is not certified as literally anything except a bounty hunter, and that was basically just a sham certification.
Dale actually tries to run over Hank with a forklift in the basket weaving episode, and very clearly has no idea how to properly control it.

Thanks! Honestly, I feel like the whole City Jersey thing has run it’s course. There was some great stuff at first, but they’ve clearly run out of ideas and most designs are just a recolors of a prior jersey at this point.
