I've just realised I haven't named the man carrying what we think is the roll of honour book. For anyone interested, he is likely to be The Borough Treasurer Alfred Lister, who was one of the four signatories in the Roll of Honour. A newspaper account states that this book was handed to the Mayor.

R. Calverley - The Mayor.
Newman King - The Chairman of the War Memorial Committee.
Amith Terry - The Town Clerk.
Alfred Lister - The Borough Treasurer.
