More specifically, what they think they want is this awesome epic arc that wraps around specifically their choices, when in reality they are just wanting to mechanically explore the game and see the same story as everyone else.

I think it's what people THINK they want is agency in the story. Because they view that as this awesome amazing story culminating in what they're doing, when in reality it's like "No Becca you've just been grinding levels on the starter forest for 18 hours you don't actually care."
