If it's a multi-hour stew, no pre-heat. If the time it would take to come up to temp is a significant fraction of total cooking time, definitely pre-heat. Fish fingers in the latter category.
Same from a Jiujitsu class. All these methods have varying degrees of effectiveness. Best is don't be in that situation in the first place, second best is run away, everything else is way less reliable.
