Think layers. I generally dress for the morning weather. Then add or take away layers depending on how the weather of the day unfolds. If going out in the winter your top layer should be water-resistant with several light layers underneath. The cold here is damp... bone chilling damp.
My rain gear is, thankfully, already out there. I have half of a suitcase's worth of space to work with. The other half will have "stuff." I already have the "big" hoodie at the cottage. The mild winter gloves and hat (which we wear at the cottage in June). So this is doable.
