It seems that what has changed is that elite schools accepting fewer students from those categories. So close "policy response" to the change is to invest in univs. where those students *are* going, to enable *even more* learning/success? Seems like MacKenzie Scott philanthropy on target?
I'm all for investing in universities that are doing good things for students, but fixing the gaps earlier seems more promising to me than trying to make up for lost time later. That's one reason I'm more enthused by improving K-12 coursework.
