And also a regular crime when done by civilians in their own homes, I believe. At least in the US. Even though you're allowed to kill a trespasser in your home if you fear for your life, you're not allowed to set deadly traps to kill trespassers.
Targeted devices specifically to be used by enemy combatants don't qualify as booby traps; they specifically have to be left in wait. In this case, it is probably better classified legally under product tampering coliqual use is not applicable legally.
