Oh I agree with you. I just think when this comes up online it's often implied that heads are doing it out of meanness, when it's actually the government's official position and many heads have no choice in the matter at all, so they're not really the right target.

All sorts of exciting spellings of Schlieffen Plan from my Yr 9s in an answer to a Carousel quiz. I think my favourite was the Schengen Plan. Well I guess it did involve freedom of movement across international frontiers.

A key obstacle here is that the STPCD says TLRs must be paid pro-rata to part-time staff, so heads of maintained schools have no choice over it. Academies don't have to follow STPCD, but many (most?) do.
