Maybe just don't operate terrorism headquarters beneath hospitals? That's a war crime and leads to hospitals losing it's protective status. Hamas is to blame, not Israel.
International Humanitarian law says that using civilians as human shields - and this includes using hospitals as cover for command posts - is a war crime. Why is this behavior of the Hamas terrorists not also addressed by Doctors Without Borders?
