UNRWA was not cleared of the claim that their employees took part in the Oct. 7th massacre. How so? The investigation was NOT about employees' faulty behaviour. It was merely about if UNRWA had violated its own guidelines. That does not mean that they did not employ Hamas agents.

You misunderstand the convention then. A warring nation is not required to take in refugees from the nation that has attacked it.
Slaughtering and raping Israeli civilians was not a choice by either of them though. What happened since can be debated. We must not ignore the cause of the war because of it though.
