They phrase it carefully like this because they like Trump and want him to win the election and falsely implying the shooter is a Democrat, instead of clarifying in the headline that he was a *right winger* critical of Trump, helps push Trump's preferred narrative.

As I wrote earlier: He has been primarily a Republican. Supported Trump in 2016. Turned against him in 2020. Later supported Ramaswamy and Nikki Haley. Had contributed to ACTBLUE in 2019 and Rep. Tulsi Gabbard. The right wing will try very, very hard to paint him as a Democrat.
