"Harris's flagging momentum" is a made up news story, a way to get a negative narrative going that has basically no evidence behind it besides cherry picking unfavorable polls.
Horse race stories are unfalsifiable so if you want to hurt the democrat you can always just write one
Basically just that she reached the ceiling of what's possible in a highly polarized electorate, and isn't going up as much as in the immediate aftermath of Biden pulling out, it's like the equivalent of investors panicking because a stock went up but didn't go up by as much as a previous quarter
Remember how Silver’s forecast took a huge pro-Trump swing right after the conventions (6 weeks ago!) because Harris *didn’t* have “momentum” at the time? Harris got a small “new car” bounce right after the switch (that anyone would have gotten), but that’s been gone for months.
Trump's own campaign admits that it has a massive enthusiasm deficit on the ground.

Fascism requires a surrender of the majority to inevitability for its minority control. So concentrated capital has a mission for misinformation to make that happen.
If you look at the actual polling averages, Trump is a little further behind now than Biden was right after the first debate that was considered so disastrous that it justified weeks of negative news stories saying he could not possibly win.
If she was at 100% to 0%, they’d say “Harris no longer has room to rise, big trouble ahead”
