I think they were trying too hard to make Sonic X-treme and beat Super Mario 64, when people would've been happy with a 2D sequel or more.
There's no 2D Sonic game they could have made that wouldn't have just come across as a baffling failure to make a 3D one. 2D was over.
the documentary I attached to my reply explains that this is just like 1% of everything that went wrong and even in good conditions, that would already be a disaster
