Part of the problem is that the city's resource guides, workshops and public trainings *literally do not mention the word environment* 8/

The city's procurement resource guides do not mention environmental requirements, or even contain the word "environment."

The environment and environmental requirements are also not mentioned on the web page "Doing Business With The City of Chicago" or included in annual trainings and workshops held to help contractors understand city requirements.

But it's not all on Procurement Services, because bad planning by CDOT makes it worse. Basically the city waits until roads deteriorate past the point of preventive maintenance, until they have to be resurfaced. 9/

Bad planning makes it worse
In March 2024, the Office of the Inspector General released an "Advisory.
Concerning the City's Complaint-Based Approach to Providing Services"
• "OIG found that CDOT allocated almost all of its pavement management resources to corrective resurfacing (e.g., pothole-filling), primarily in response to 311 complaints."
• "OIG estimated that the City could have saved $69.5 million over the 15-year lifecycle of a street by reallocating $2.9 million per year from corrective resurfacing to preventive maintenance-an average annual savings of $4.6 million."
