A feed where you have to find and block the last person who joined to be able to join it

A feed which only can be followed by one person at a time. And if the one member ever is inactive for too long or gets either banned or ratiod too hard then they get kicked and somebody else gets to join. (If you try and fail to ratio the current member you're preemptively permabanned)
