Even if the report makes the point that social care has a broader function than that, it is only through the lens of the NHS that is has or is being evaluated. Will there be an independent exploration of how well social care is working - addressing the 'plumbing' before more ££?

I was reflecting earlier how under the 97-10 government, there was a far broader context for social care policy: Valuing People, Life Chances of Disabled People/Independent Living, National Dementia Strategy, Social Exclusion Unit work on older people, human rights...
