I know nothing about WI, but Clinton had this power for a couple years before it was ruled federally unconstitutional I wouldn't be surprised if something similar happens here "whoopsie, we only meant for republicans to have unchecked executive power"

The Wisconsin constitution has given governors the power for line item - or even partial line item, as in this case - veto since 1930. The federal rule doesn't apply here.
