It's a great piece, but I do disagree with your reading of their intentions. It isn't at all that they haven't "learned lessons", but rather the complete opposite. They have learned that deregulation makes their business pals richer, and carries little political fallout when people die.

I think you're underestimating how selfish, greedy and callous some people be. Just like bankers did learn the lesson of deregulation: ultimately the taxpayer has to pick up the bill. The issue is that they don't care.
