When people say the South gets what it deserves for voting Republican, remind them that: 1) 45% of Southerners voted for Biden. Trump only won 53% there 2) Half of America’s Black population lives in the South 3) The region has widespread gerrymandering & restrictive voting laws

IMHO you can understand that people's experiences shape who they are without absolving them of responsibility, because we live in a society and that's kind of necessary.
Mm, not sure I agree that either of those would necessarily end up being the case, but it was a bad bill regardless and certainly didn't add much for consumers.
That's not the only reason, of course, hence "help us understand" rather than "explain."
