In 1924 the National Automobile Chamber of Commerce offered newspapers a free news service. NACC used it to divert blame for traffic deaths from motorists to pedestrians. New York City’s traffic magistrate, Bruce Cobb, noticed the sudden shift in blame and surmised its origins.
