It makes sense. The car that doesn't exist will rely on an infrastructure that doesn't exist.
The article I saw said Tesla didn't predict induction power supplies would be installed in city streets (let alone by whom), so at least they aren't saying something quite that absurd; the idea seems to be that the cars can go to an induction charger and sit there charging without plugging in.
