Either: 1. He abandoned it to let it become a place to spy on SMG4 from the basement once he completed the castle. 2. He wanted to go bigger and the area wasn't enough. 3. He didn't have the budget to continue and abandoned it. 4. Changed his Main Dream/Goal half-way through.
