Cheshire East have closed half their household waste sites to save money and now charge for garden waste collection. This is what you now need to do if you want to visit a site at the weekend or Bank Holiday. Reported fly tipping incidents have increased by 250% in some areas.
Good grief! Ours introduced a licence system & appts for trailers during the pandemic but dropped it last year as recycling dropped & fly tipping increased. But it was never as onerous as yours.
The reality behind this is the financial crisis in local government. It needs central government to takeover funding of all social care and SEND, remove any related precepts and let councils focus again on delivery of local services like waste and recycling.

The scheme will restart on 4 November, after issues with green bin stickers.
Restrictions were dropped for household dumps near us after the pandemic.
This applies with Falkirk Council too. No idea on fly tipping impact. Most workers at the site are helpful but a couple are really officious. The site at Dunfermline, Fife, is complete and utter pettifogging bureaucracy.
The same thing happened in Ilkley. Bradford City Council closed the recycling centre in the spring, and by summer, we were already seeing van-loads of construction and household waste dumped on the moors.
Bradford Council did the same. Nearest tip is now a 14 mile round trip. But hey what with illegal waste dumping and extra car journeys the environment can handle it , can’t it. Bradford cost saving short sightedness in action.
Kent CC did something similar. You see fly tipping on almost every rural journey now and a few industrial level illegal dumps have sprung up that the Environment Agency are seemingly unable to do anything about
Hoad's Wood in Kent has been smothered in thousands of tonnes of fly-tipped waste. Now, locals and naturalists like Chris Packham are calling on the Environment Agency to "get this sorted".
