what is the point of a recommendation algorithm that does this

3 rows of recommendations on Netflix, all ostensibly for different categories, ("Today's Top Picks for You," "Top 10 TV Shows in the U.S. Today," and "Now on Netflix"), but all populatable almost entirely by by the same shows/movies.
