#3 also rescinds barriers to voluntary recognition within the construction industry, making it easier for workers in the building trades to maintain their union power when new construction projects begin (this one's way more legally complex, but the gist is fewer hurdles)

That's less exciting than the Cemex ruling (where some union busting now means the boss forfeits the election) but it's another tool #2 removes a 45 day delay after voluntary recognition, meant to kill momentum & give anti-union workers time to challenge the will of the majority

The first two rule changes undo roadblocks the Trump admin put in place: #1 limits the government's ability to step in when a company illegally union busts ahead of your vote on whether to form a union. The NLRB is reclaiming the power to delay/reschedule a tampered election.
