I think the kernel would be fine with someone holding the non paged pool lock for 250ms at a time for garbage collection. What could possibly go wrong?
Albany, NY (where I grew up) was remarkably corrupt, but the mayor of the city (Erasmus Corning) somehow managed to avoid all corruption charges even after decades of graft.
NY, like most big US cities has large amounts of corruption. But most of it is small scale stuff - food and liquor licenses, fire code stuff etc. It rarely is large scale stuff though.
