The cream has a higher viscosity than the jam, so provides a firmer base for the jam than the jam would for the cream.

I’m centrist on this. The correct answer is that whatever topping is firmest goes on first. Stiff jam but cream on the clotted but gloopy side? Jam first. Cream almost like butter but loose jam? Cream first. I shall die on this hill.
