Also if you do sky whales, ya gotta do sky whale-falls. Random carcasses in the stratosphere that become host to scavenger populations, slowly sinking to as they offgas from their 'swim bladders'. Indigenous Skylanders would probably have deep cultural connections to the sky whales. Lotta fun ideas.
At those altitudes you could get creative with some fantasy plants, trees in theory wouldn't have major issues growing as long as there's appropriate temperatures/soil/water availability, but they may be edged out by scrappier flora that can capture water from the clouds themselves, etc.

trees take lots of time and land to grow and more than ever good timber is best used in shipbuilding since you can't travel by land anywhere. wooden houses/buildings/furniture would be a status symbol for the most ridiculously wealthy, with other materials taking its place. also; sky whales.
