I'm not convinced England is the major player. Much of our culture has been imported or copied from the Scots, Welsh and Irish.

This is just cultural cringe talking. The vast majority of the BBC's output now, let alone historically, is made in England. Elgar, Vaughan Williams, the Beatles, Austen, Elliot, *Shakespeare* FFS, Zadie Smith.
