#nzpol#highered barriers, then the 1st year makes more sense. But what we really need is better student allowances (& loans) so that students can focus on their studies

My guess is it’s all about cash flow. There will be 2 years of no spending. So they can claim 2 years of the total cost as savings. To help make their tax cuts look like they add up.
