I dug through my messages on Twitter I didn't bothered responding (some of them being suspicious and all that). There are many fitting your description. But one of them was a bit surprising to me, because somebody was making shootouts for them, visibly not caring if this is a scam or not.

Evidence of the Twitter user "Wolverine" promoting a scam artist. (Note: "Wolverine" is probably unaware he is promoting a scam.)
Piece showcase features a 3D model of an anthropomorphic fox-like creature done in a realistic style.
Scam artist reacted to the shootout saying "Extremely thankful".

Piece showcased here is 2D cartoonish drawing of the Pokémon Lopunny with an happy expression.
Scam artist reacted to the shootout saying "lovely".
The Twitter user "Wolverine"'s conditions for promotion:
"Attention all graphic designs I DO NOT mind you asking me for a shout-out, dropping me a follow but DO NOT offer me anything for my channel, I do not need or want anything, also if you unfollow or block me, you lose ALL shout outs, old or news and you WILL NOT get a second chance"
It is a pinned tweet from May 20th 2023.

A lot of times the people doing shot-outs are part of the scammer scheme too
