It's so hard to choose. I'd probably have to say High Isle. However there are so many amazing zones in ESO. I'd say some very close contenders for me are, the West Weild, and the two Elsewheres.

Honestly there are so many factors that go into the Zones. The cities, story, landscape, enemies, delves, group events, ext.
