It still has a massive number of people that use it for quick realtime broadcast of info (like sports). It going to be very very hard for that to go away anytime soon.

And a huge number of government agencies have presences on Twitter and if they tried to change that it would immediately become a huge political issue now. Even ADDING a service like BlueSky would be attacked by the right.

I think we need to train people to stop getting news and info from social media. It would be like if I have to stick my hand in a wasp's nest every time I want to find out how to boil an egg. Social media should never have taken on that role. We need functioning journalism and govt portals.
